As Proposal Manager, she leads strategic proposal teams through multimillion-dollar, multi-year contract pursuits for ports, waterfront structures, transportation systems, coastal engineering, and environmental projects serving clients across North America, Europe, Latin America, and the Pacific Rim.

Her expertise encompasses proposal strategy development, team coordination of 10-20 stakeholders and subject matter experts, compliance management, content development, graphics coordination, and final production for federal and non-federal infrastructure projects. Tosha brings specialized knowledge in RFP analysis, go/no-go decision support, and proposal process improvement that increases win competitiveness. With 24+ years of comprehensive proposal management experience spanning engineering consulting, corporate technology, and professional services sectors, she has contributed to marketing excellence at prominent organizations including GE Power (formerly ALSTOM Grid and AREVA), Egencia/Expedia Corporate Travel, McGowan Broz Engineers, and BERGER/ABAM Engineers.

Her career foundation in AEC engineering marketing provides deep understanding of technical infrastructure projects, enabling highly effective proposal strategies for complex marine, coastal, transportation, and environmental engineering pursuits serving ports, government agencies, and private sector clients worldwide.

Throughout her extensive career, Tosha has pioneered proposal process improvements that transformed operational efficiency and competitiveness across multiple organizations. At GE Power, she led the procurement and implementation of proposal software systems, launched Mimeo.com as an on-demand print solution that delivered significant time and cost savings, and served as a trusted advisor to bid managers, sales teams, operations, legal, and finance on proposal strategy and content development. Her Corporate Contributor Award recognition acknowledged her exceptional contributions to commercial operations excellence.

At Egencia (formerly Expedia Corporate Travel), Tosha developed strategic win themes and technical discriminators for over 300 proposals while managing as many as 5-7 concurrent pursuits. She acquired and implemented Pragmatech software database for proposal housing and publishing, established company-wide RFP libraries with customer reference databases, and received both the Bread Winner Award at a Bi-Annual Sales Meeting and the prestigious Kali Rau Award of Excellence for outstanding performance.

At McGowan Broz Engineers, her leadership extended beyond proposal management to strategic business development, where she created the firm’s first annual marketing budget, facilitated strategic business planning, and collaborated on an American Council of Engineering Companies (ACEC) Washington award submittal that won the Silver Award—an organizational first. This comprehensive achievement earned her a nomination for SMPS Chapter President of the Year, recognizing her exceptional contributions to both her firm and the broader AEC marketing profession.
