Virginia Pilot Association Wins $13.1M Navy Contract for Hampton Roads Navigation
Virginia Pilot Association of Virginia Beach, Virginia, has been awarded a $13.1 million firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide specialized pilotage services supporting Commander, Navy Region Mid-Atlantic Port Operations, assisting in the safe navigation of naval vessels throughout the waters from Cape Henry to the Potomac River and the Chesapeake Bay. The contract includes a 60-month base ordering period and a potential six-month extension under FAR 52.217-8, which could raise the total contract value to $14.49 million, with base performance running through December 2030 and the option extending work to June 2031 if exercised. All operational services will be conducted in the Hampton Roads, Virginia waterways, with program management based in Norfolk, Virginia. Initial funding of $199,567 in FY 2026 Navy operations and maintenance funds has been obligated to cover the contract’s minimum requirement and will expire at the end of the fiscal year, while future task orders will be funded with applicable fiscal-year O&M funds. The contract was competitively awarded under a small business set-aside through SAM.gov pursuant to FAR Part 15, with one offer received, and is administered by the Naval Supply Systems Command Fleet Logistics Center Norfolk Regional Directorate (Contract No. N00189-26-D-0003).
