Defense Acquisition University (DAU) is hosting a virtual training session for small businesses with experts from the Defense Contract Management Agency (DCMA) on Aug. 8. Small Business Professionals from DCMA’s Subcontract and Small Business Compliance Center will cover how DCMA contributes to DoD’s Small Business Strategy, small business regulatory requirements, DoD Comprehensive Subcontracting Plan Test program, the DoD Mentor Protégé Program, and best practices.

Series Description:

DCMA has partnered with DAU to engage in outreach with the buying commands and provide information on various DCMA capabilities. DAU will host DCMA the Second Tuesday of each month, from 1300-1500 Eastern, to present a webinar series on Leveraging DCMA Capabilities. During this series, DCMA speakers will present different topics as well as any tools or job aids associated with those topics.

Description:

During this 2 hr. session, experts from DCMA will discuss how the Agency contributes to DoD’s Small Business Strategy through managing two congressional-approved programs. During this session, Small Business Professionals from DCMA’s Subcontract and Small Business Compliance Center will cover the following topics:

  • Small Business Regulatory Requirements
  • The DoD Comprehensive Subcontracting Plan Test program
  • The DoD Mentor Protégé Program
  • Best practices

Speakers:

Ms. Kelli Zagata – Director, DCMA Subcontract and Small Business Compliance Center

As Director, DCMA Subcontract and Small Business Compliance Center, Ms. Zagata serves as the principal advisor to the Director, DCMA in Agency small business matters. The Center’s mission is focused on the oversight of prime contractor subcontracting programs to ensure contractor compliance with procurement regulations via the review of contractor purchasing systems and small business subcontracting plans, execution of DoD Comprehensive Subcontracting Plan and Mentor Protégé programs, and the monitoring of prime contractor small business goal attainment. Ms. Zagata’s experience includes 18 years of combined government and industry roles in technical and leadership positions. Ms. Zagata holds an MBA in Acquisition and Contract Management, is Contracting & Engineering and Technical Management certified, is a certified Lean Six Sigma Green Belt, and holds an NCMA Certified Professional Contract Management (CPCM) certification.

Ms. Luz Maria Vasquez – Assistant Director, DCMA, Specialized Support Group, Comprehensive Subcontracting Program and Mentor Protégé program

As the Assistant Director for the DCMA, Specialized Support Group, Ms. Vasquez is responsible for managing two congressional programs on behalf of the DoD Office of Small Business Programs, the Comprehensive Subcontracting Plan Test Program and the DoD Mentor Protégé Program. Ms. Vasquez has over 20 years of contracting experience with DCMA, and a proven track record of delivering value to customers and the Warfighter. Ms. Vasquez holds a Master of Science in Contract Management from the Naval Post Graduate School and a Bachelor of Arts majoring in pre-law from the University of Puerto Rico.  Further, Ms. Vasquez holds a limited Contracting Officer’s Warrant, is Lean Six Sigma Yellow Belt, a member of the Defense Acquisition Corps, a Small Business Professional Credential and is DAWIA Level III/BtB Contracting Professional certified. 

Ms. Angela Dokes – Team Lead for the DCMA Mentor Protégé Group
As the Team Lead for the DCMA Mentor-Protégé group, Ms. Angela Dokes is responsible for supporting the DCMA Specialized Support Group in implementing the Department of Defense (DoD) Mentor Protégé Program (MPP). The DCMA Mentor Protégé group’s primary function is the administration and reporting for all Mentor Protégé agreements. Ms. Dokes is Lean Six Sigma, Yellow Belt Certified, a member of the Defense Acquisition Corps, and is DAWIA Level III certified. Prior to her government career, Ms. Dokes worked as a teacher/ dministrator in Public Education for 15 years. Ms. Dokes holds a Bachelor of Science in Math Education from the University of Arkansas at Pine Bluff and a Masters in Educational Administration from Lindenwood University.
