A lot of the workforce was happy for two reasons: the first reason being that there’s hope for them to succeed into getting into roles like this because a number of them have aspirations to be there; and the second thing is they didn’t have to do any of the ‘read books’ that are traditional for somebody coming in outside of the agency.

Mark Chatelain has been involved with NGA since 1986, providing him with decades of institutional knowledge and familiarity with the agency’s mission, culture, and operations.

  • 1986-2005: Worked as a contractor supporting NGA with technical and operational work
  • 2005: Officially joined NGA as a government employee, focusing on commercial imagery systems
  • Career development: Led development of user access services, foundation GEOINT data systems, and systems used for commercial imagery tasking, archiving, and dissemination
  • Program leadership: Held multiple roles including Program Manager and Contract Officer Representative for major NGA acquisition efforts; later became Chief of the International Programs Division
  • 2010: Deployed to Afghanistan as NGA’s lead for Regional Command East
  • 2012: Returned for second deployment supporting Regional Command South, West, and Southwest
  • 2012-2016: Served as Chief of the NGA Support Team at U.S. Strategic Command (USSTRATCOM) at Offutt Air Force Base; simultaneously selected as ODNI representative to the command
  • Next NGA West Headquarters: Served as Deputy Program Director for the N2W program in St. Louis, Missouri, leading development of all information technology components for the new facility

I’ve been around NGA since 1986—I was a contractor until 2005 and then joined NGA as a government employee, working in commercial imagery. I’ve had a number of different opportunities to do things within NGA to kind of build my resume, our library of capabilities.

Since Mark Chatelain assumed the CIO role, he has led a transformative era at NGA. The agency has accelerated modernization efforts, embracing multi-cloud architecture, advancing zero trust cybersecurity, and integrating artificial intelligence into mission-critical workflows.

My focus is on making sure that we take care of our partners. I want to see a smile on our partners’ faces, whether it’s our analytic partners, our international partners, or people that work with and depend on our I.T.—our integration technology.

Mark Chatelain has identified that one of NGA’s biggest challenges is not only cybersecurity but also the ability to find and develop the right people. The agency seeks individuals who can succeed in fast-paced environments and who understand NGA’s mission, culture, and geospatial intelligence technology.

Training programs: NGA has made strong investments in training covering DevOps, cloud services, and cybersecurity, often supported by partnerships with cloud service providers

Internship program: NGA employs freshmen, sophomores, juniors, seniors, and master’s candidates, providing them opportunities to obtain clearances, work on real missions, and receive full government employee benefits while in school

One of the things we’re doing to address these challenges is making sure that our workforce is trained.
It wasn’t enough to hire people out of college, so we started an intern program, where we actually employ freshmen, sophomores, juniors, seniors in college, and even master’s candidates. We give them the opportunity to come to work, obtain a clearance, and work at NGA while getting paid and receiving all the benefits associated with being a government employee.
