Shiloh leads strategic pursuits and business development for Stantec’s Water business operating unit as Vice President and Director of Strategy, Sales, and Business Development, overseeing a high-performing integrated team of 29 sales managers, marketing professionals, illustrators, and designers. Her leadership has maintained an exceptional 80%+ capture rate for over 24 months while directing major water infrastructure campaigns exceeding $2 billion across North America.

Her expertise spans water and wastewater treatment facilities, advanced water reuse programs, environmental remediation contracts including RCRA/CERCLA compliance, federal mega-pursuits for FEMA disaster recovery and USACE storm risk reduction, Navy CLEAN programs, and municipal infrastructure serving federal, state, municipal, and private sector clients. As a nationally recognized authority in capture planning and pursuit strategy, she specializes in alternative delivery procurement, mega-project positioning, client account management, interview coaching, and developing win strategies that transform marketing teams into revenue-generating forces.

With over 30 years of AEC marketing and business development experience serving ENR Top 10 engineering firms, Shiloh brings deep expertise in strategic growth initiatives, major campaign management, storyboarding and storytelling techniques, and building the integrated pursuit teams that deliver industry-leading results.

Industry leadership

Shiloh demonstrates exceptional leadership through her designation as Fellow of the Society for Marketing Professional Services (FSMPS), recognizing sustained contributions to advancing the AEC marketing profession across North America. Her chapter leadership includes service as President of SMPS San Diego in 2006, where she strengthened professional development programming and mentorship opportunities throughout Southern California.

As a nationally recognized trainer and educator, she developed and continues to facilitate CPSM certification study programs that have achieved remarkable success rates. She created the first SMPS San Diego CPSM study group in the organization’s history, achieving an unprecedented 100% passing rate for participants. Building on this success, she serves as lead presenter and coach for the SoCal Regional CPSM Certification Program, where four Southern California chapters collaborate to train and prepare candidates for their CPSM examinations.

Her thought leadership extends through presentations at SMPS national conferences, regional events, and chapter programs on topics including capture planning, interview coaching, business development strategies, and leveraging CPSM certification for career advancement. She has served as a juror for SMPS National Awards and Fellows programs, bringing her expertise to recognizing excellence across the profession. Her instruction reaches hundreds of AEC marketing professionals annually through workshops on capture planning, storyboarding techniques, client account management, and advanced win strategies.

Recognized in 2023 as #10 on the Top 50 Women Leaders of San Diego, Shiloh’s influence extends beyond professional services marketing through her sustained community leadership. She serves as Executive Advisor for Rachel’s Women’s Center with Catholic Charities, supporting one of San Diego’s most effective programs for helping homeless women recover from physical and substance abuse challenges and rebuild independent lives.

Her career breakthrough came in the early 1990s when she created and led one of the AEC industry’s first recognized marketing departments at Winzler & Kelly, successfully breaking barriers for marketing professionals in an era when only the largest firms employed specialized marketing staff. This pioneering work established career pathways and professional standards that continue to benefit the entire industry.
