Her expertise spans Florida Department of Transportation (FDOT) projects, Texas Department of Transportation (TxDOT) initiatives, and municipal transportation infrastructure serving clients throughout Florida, Texas, Georgia, South Carolina, and Puerto Rico. Monica brings specialized knowledge in qualifications-based proposal management, Cosential CRM optimization, certification program management, and strategic capture planning for design-build and CEI contracts.
