Joy brings comprehensive marketing and business development leadership to Guinn Consulting Engineers, a full-service civil engineering and business consulting firm serving clients across the western United States. As Partner and Principal, she provides strategic direction for marketing initiatives, capture planning, and business growth strategies that support firms ranging from 25 to more than 14,000 employees.
Her expertise spans infrastructure development, public works, municipal engineering, transportation systems, and water resources projects, with deep experience serving both public sector agencies and private development clients. Joy specializes in strategic planning, proposal management, client relationship development, and marketing team leadership across multiple geographic markets including Nevada, California, Oregon, and Florida.
With more than 25 years of AEC industry experience, she has developed and executed comprehensive marketing and business development strategies at prominent firms including NCE Engineering & Environmental Services, V&A Consulting Engineers, Harris & Associates, CH2M HILL, and HNTB. Her goal-driven approach combines strategic vision with meticulous attention to detail, delivering measurable business results.
Joy holds the distinguished Fellow of SMPS (FSMPS) designation, representing the highest level of recognition within the Society for Marketing Professional Services. This prestigious honor, awarded by a jury of peers, recognizes her exceptional contributions to advancing professional services marketing across the AEC industry and requires a minimum of 10 years of active SMPS participation and five years of CPSM certification.
As a nationally recognized thought leader, Joy has moderated and participated in panel discussions at SMPS conferences, including the CPSM Forum series on “Business Transformed Through Marketing Leadership,” where she facilitated conversations about the strategic value of marketing in AEC firms. Her leadership extends to committee service for the SMPS Pacific Regional Conference Programs Committee, where she helps shape professional development programming for hundreds of AEC marketing professionals across the western United States.
Joy’s extensive volunteer leadership includes serving as Chapter President of SMPS Las Vegas (2007-2008) and multiple leadership positions with the American Public Works Association Nevada Chapter, including Chapter President, President-Elect, Vice President, and Alternate Delegate spanning nearly a decade of service. Her dual expertise in both marketing excellence and public works infrastructure uniquely positions her as a connector between technical professionals and business development strategy.
