Frank brings over 30 years of comprehensive experience in strategic pursuit planning, market capture planning, and business development coaching to his current role as Chief Strategy Officer for Delve Underground, a specialized underground infrastructure engineering firm. He focuses on enhancing strategic pursuits and optimizing competitive positioning for complex infrastructure projects across North America, Australia, and New Zealand, while developing and implementing seller-doer training programs for technical professionals.

His expertise encompasses water infrastructure, public sector clients, and federal agency marketing across the western United States. Frank specializes in strategic pursuit leadership for projects ranging from $500,000 to over $30 million, with deep experience in client engagement, teaming development, and proposal strategy. As founder of GO Strategies, he provided strategic planning and functional seller-doer training to AEC firms nationwide for over 11 years.

Throughout his 30-year career, Frank has worked with small boutique firms to mega-sized engineering companies, bringing proven processes, schedules, and tools that keep business development strategy and marketing efforts on track across diverse organizational scales and market sectors.

Industry leadership

Frank demonstrates exceptional professional leadership as one of SMPS’s most distinguished contributors, having served as SMPS National President during the 2011-2012 term and earning recognition as an SMPS Fellow (FSMPS), the Society’s highest membership honor. His national leadership followed extensive chapter service, including SMPS Oregon Chapter President, combined with SMPS Foundation Trustee and President roles that shaped professional development programs nationwide.

In 2024, Frank received SMPS’s highest honor—the Weld Coxe Marketing Achievement Award—recognizing remarkable career achievements, leadership roles, and lasting contributions to the AEC industries. As the 33rd recipient of this prestigious award named for SMPS founder Weld Coxe, Frank joins an elite group of marketing pioneers who embody the mission and spirit of SMPS.

Frank co-hosted the Professional Services Marketing (PSM) podcast at PSM.show for three years, delivering candid conversations about leadership, marketing, and the human side of professional services to thousands of AEC marketers. He speaks regularly at SMPS, ACEC, WTS, APWA, and SAME conferences nationwide, known for his infectious energy, humor, and storytelling that makes marketing and business development engaging and memorable.

His signature “More Cowbell” presentation series, debuting at the 2014 SMPS Build Business National Conference to sold-out audiences, became a touring program teaching firms to create branded signature events that enhance business development relationships—transforming from one-time presentations to ongoing industry education.
