Setting Sail: Southwest Research Institute Embarks on $35.7M Cryptologic Systems Journey
Southwest Research Institute, San Antonio, Texas, is awarded a $35,703,370, indefinite-delivery/indefinite-quantity contract (N6523624D1013) with provisions for firm-fixed-price and cost-plus-fixed-fee orders. The contract will provide cryptologic systems and associated equipment support services in support of Naval Information Warfare Center Atlantic; Program Management Warfare 120; Naval Sea Systems Command; Naval Air Systems Command Program Management Aircraft 234; Naval Information Warfare Center Pacific; the National Security Agency; the Coast Guard; and the Marine Corps. This contract includes options which, if exercised, bring the cumulative value of this contract to $49,836,400. No contract funds will be obligated on the basic contract. Contract funds will be obligated under the first delivery order utilizing fiscal 2020 shipbuilding and conversion, Navy funds in the amount of $1,556,128; fiscal 2021 shipbuilding and conversion, Navy funds in the amount of $1,167,096; and fiscal 2023 shipbuilding and conversion, Navy funds in the amount of $452,159. Fiscal 2020 shipbuilding and conversion, Navy funds will expire at the end of the current fiscal year. Work will be performed in San Antonio, Texas, and is expected to be completed by June 2029. If the option is exercised, work could continue until June 2031. This requirement was not competitively procured because it is a sole source acquisition negotiated under 10 U.S. Code 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
