Nine Firms Share $355.7M DLA Energy Contract for West Coast Fuel Support

Freeman Holdings of Hawaii LLC, doing business as Million Air Honolulu, Kapolei, Hawaii (SPE607-26-D-0006, $86,689,562); McClellan Jet Services, McClellan Park, California (SPE607-26-D-0011, $80,381,818); Avfuel Corp., Ann Arbor, Michigan (SPE607-26-D-0019, $36,817,846); San Bernardino International Airport Authority, San Bernardino, California (SPE607-26-D-0009, $31,367,062); Air Center San Diego LLC, San Diego, California (SPE607-26-D-0007, $31,129,656); Freeman Holdings of Washington LLC, doing business as Million Air Moses Lake, Moses Lake, Washington (SPE607-26-D-0018, $27,319,570); Freeman Holdings of Riverside LLC, doing business as Million Air Riverside, Moreno Valley, California (SPE607-26-D-0012, $23,831,100); Freeman Holdings of Oregan LLC, doing business as Million Air Medford, Medford, Oregon (SPE607-26-D-0017, $23,349,052); and Freeman Holdings of California LLC, doing business as Million Air Victorville, Victorville, California (SPE607-26-D-0008, $14,806,683), have each been awarded a minimum $86,689,562 fixed-price with economic-price-adjustment contract under solicitation SPE607-25-R-0204 for fuel support. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. Locations of performance are Hawaii, California, Washington and Oregon, with a March 31, 2029, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2026 through 2029 defense working capital funds. The contracting activity is Defense Logistics Agency Energy, Fort Belvoir, Virginia.
