$204 Million BL Harbert Deal: New Electrical Power Plant and Fuel Storage at Camp Lemonnier

BL Harbert International LLC, Birmingham, Alabama, is awarded a $203,926,827 firm-fixed-price contract for construction of an electrical power plant at Camp Lemonnier. The work to be performed provides for a new constructed electrical power plant with ancillary support facilities, fuel storage, and connections to the existing distribution system. The maximum dollar value, including unexercised options, is $204,237,268. Work will be performed at Camp Lemonnier, Djibouti, and is expected to be completed by August 2028. Fiscal 2023 military construction (Navy) (MILCON,N) funds in the amount of $114,978,343; and fiscal 2024 MILCON,N funds in the amount of $43,759,829, will be obligated at time of award, and will expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website, with four offers received.
