$149M Modification Boosts 14-Contractor Navy Construction Contract to $2.94B

Fourteen construction firms — including Balfour Beatty Construction LLC, B.L. Harbert International LLC, Clark Construction Group–California LP, ECC Infrastructure LLC, Harper Construction Co., Heffler Contracting Group, The Korte Co., M.A. Mortenson Construction, R.A. Burch Construction Co., RQ Construction LLC, Sundt Construction Inc., Walsh Federal LLC, Webcor Builders, and The Whiting-Turner Contracting Co. — were awarded a $149 million modification to an existing multiple-award construction contract, increasing the program’s total cumulative value to $2.944 billion. The modification supports new construction, renovation, and repair of commercial and institutional facilities across various locations within the NAVFAC Southwest region and is expected to run through November 2026. No funding was obligated at the time of award; future task orders will be financed primarily through Navy military construction, Navy operations and maintenance, and Marine Corps operations and maintenance funds. The contract was competitively awarded via SAM.gov, with 28 proposals received, and is administered by NAVFAC Southwest in San Diego, California (awarded December 23, 2025).
